“It is your faith in this institution that sustains it. It’s our job to ensure that this faith is not misplaced”
 — Justice Vibhu Bakhru as he was sworn in as the chief justice of Karnataka High Court

Big week for pending approvals of judicial transfers and appointments
The centre cleared a massive backlog in its notification of a number of judicial appointments and transfers this week by notifying transfer of as many as 19 high court judges, four high court chief justices and appointment of five judges as chief justices of various high courts. As per reports, all these moves were recommended by the Supreme Court Collegium on May 26 but have come to be cleared nearly two months after.

Despite the big dock of files being cleared recently, the move yet again highlights the delays and hold-ups in judicial appointments. The judiciary and the government are always seen to be in a tussle over this issue where many outgoing chief justices of India have urged the government to speed up the process to granting clearance to the collegium recommendations in the interest of justice.

While a two-month gap for approval may not look like a long time but the government is often criticised for delays keeping in mind that there have been occasions when transfer recommendations have been given effect to overnight as was the case with Justice Muralidhar, who had made observations against the government and was transferred almost immediately after. On the other hand, many other files with the government take so long to be cleared that sometimes lawyers who are in the running for elevation to the bench withdraw their consent owing to such long delays.
